Preparation of the Strengths, Weaknesses, Opportunities, and Threats Analysis for the CAP Strategic Plan

The SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) is a foundational element of the CAP Strategic Plan. Its primary purpose is to provide a clear, evidence-based snapshot of the current state of a Member State’s agricultural sector and rural areas.

By identifying strengths and weaknesses, it became possible to understand what resources already were working and what internal gaps needed to be filled. Simultaneously, analyzing opportunities and threats allowed for a proactive approach to external factors, such as climate change, market volatility, or technological advancements.

This analysis ensured that the proposed interventions were specifically tailored to the real needs of Lithuania. It bridged the gap between the identified challenges and the final selection of targets, ensuring that EU funding was used efficiently to promote a sustainable, resilient, and competitive agricultural sector.
